Council approves 2.08% rate increase for Dallas Disposal, effective Jan. 1, 2025

The Dallas City Council approved a 2.08% rate increase for Waste Connections of Oregon Inc., which operates as The Dallas Disposal, to become effective Jan. 1, 2025.
City staff said the proposed increase is based on 85% of the CPI for the standard metropolitan statistical area; the increase will go before the Wasco County Board of Commissioners on Nov. 6 for related action. Jim Winterbottom of The Dallas Disposal described the customer impact: a weekly 32‑gallon can would rise about 44¢ per month (from about $21.34 to $21.78). Winterbottom also said the company will increase the low‑income/elderly discount from $3 to $6 going forward and that most customers will see modest per‑pickup increases (e.g., about 10¢ per pickup for a 32‑gallon can).
Councilors thanked Winterbottom for service and discussed senior discounts, annual review practice, and special charges such as roll‑off curb fees. Councilor Richardson moved adoption of resolution 24‑027 approving the increase; Councilor McLaughlin seconded and the motion carried unanimously.
The rate change follows the city's franchise agreement with the hauler and staff noted budget implications for the city's own services. The council took no additional actions beyond adoption of the resolution.
