Independence council selects Oregon Cities priorities, adds restoration of recreational immunity

City staff presented the Oregon Cities 2024 member voting guide and asked council to confirm its top five priorities for the city’s vote. Councilors indicated four clear priorities — infrastructure funding; funding and expanding public/intercommunity transit; full funding and alignment for housing production; and community safety and neighborhood livability — and after discussion reached consensus to add restoration of recreational immunity as the council’s fifth priority.
Staff explained recreational immunity is a longstanding legal protection many cities rely on and that the state’s temporary changes could expose cities to increased liability; councilors said preserving or restoring that immunity is important for local parks and recreation operations. The city will submit these priorities as its vote through the Oregon Cities process.
