Southwest Ranches approves up to $35,000 to pursue 0-waste consultant

The Town of Southwest Ranches council voted to authorize a competitive procurement for a zero-waste consultant and set initial funding not to exceed $35,000 to support that work.
Town staff told the council an unsolicited proposal had been received and recommended initiating a formal CCNA competitive process to select a consultant. Council members and public speakers said the town has been a local leader on zero-waste issues and that an external consultant could help build a detailed plan and identify grant opportunities.
Mayor Bright Crews said the town had broad public engagement on the issue and called it the appropriate next step. Resident Debbie Green, a member of the town’s zero-waste efforts, urged council to pursue grants and the consultant to accelerate progress: “We need to walk the walk,” she said. Another resident suggested county partnerships and noted other municipalities that have used outside consultants successfully.
Council amended a motion on the floor to set a not-to-exceed figure and approved the motion with a unanimous roll-call vote. Staff indicated the $35,000 would come from FY25 fund balance rollovers and that the town would prepare an RFP and follow the competitive procurement process.
Next steps: staff will draft and issue the RFP, evaluate proposals, and return to council with a recommended consultant and a negotiated scope and contract.
