Kearney aldermen discuss utility vehicles and golf-carts but decline to draft ordinances

During mayor's communications the board discussed a resident complaint (recorded as Mr. Piercy) asking the city to consider ordinances regulating utility task vehicles (UTVs), off-highway vehicles and golf carts on city streets.

The chair asked police leadership for their view. Captain John Stewart (presented in the meeting agenda) said the department receives occasional complaints and will stop and speak with operators, but he described the issue as "not a large problem" and emphasized enforcement depends on reasonable suspicion or probable cause when juveniles are suspected of driving. Other board members discussed permit-and-fee models used in other cities, noting enforcement and compliance were the primary challenges: one alderman who had worked for another city said annual permits and VIN-based stickers proved hard to enforce because owners seldom came to city hall and police lacked manpower to check every vehicle.

The chair said the vehicles have already paid sales tax and annual taxes and expressed reluctance to impose new fees or registration where officer patrols can address reckless behavior. The board concluded there was not sufficient cause to ask staff to spend time drafting an ordinance; the chair recorded that staff would only pursue an ordinance if they heard continued concerns from law enforcement or residents.
