Creve Coeur council adopts several ordinances, amends NID policy and selects Citizen of the Year

Creve Coeur’s City Council unanimously approved a package of ordinances and a resolution Monday, including conditional-use permits, zoning amendments, and a new Neighborhood Improvement District (NID) policy.
On final reading the council passed Bill 6141, authorizing a conditional use permit and site plan for a small addition at 12481 Ladue Road for St. Louis Lodge No. 9. The council also approved Bill 6143 to authorize a 960-square-foot snack and nonalcoholic beverage bar at 12812 Olive Boulevard (Bellerive Plaza) after amending a whereas clause to correct the applicant name. Bills 6144, 6145 and 6146 — amending zoning code permitted uses to include NAICS 621999 in PO districts, changing parking as an accessory use, and updating recreation fee sections — were all approved on final reading. Bill 6147, which updates code language governing bicycles, electric bicycles and motorized scooters on sidewalks and paths in parks, passed after council discussion clarifying that motorcycles remain prohibited and that the change is intended to make park regulations consistent.
Council also took first reading on Bill 6148, an ordinance updating city code references from 'police animal' to 'law enforcement animal' to conform with recent state law changes; final action on that item will return at a later meeting.
Resolution 1760 adopting a Neighborhood Improvement District policy was presented with a revised hard-copy that moved responsibility for covering city legal and consulting expenses to the pre-application fee; the council voted to accept those changes by roll call and then adopted the resolution as amended, unanimously. The council also approved the nominating committee's selection for the 2024 Citizen of the Year (candidate number 4) and asked that the selection remain confidential until the announcement date.
Additional business included a vote to cancel the second regular meeting in December and committee assignment adjustments. The public meeting adjourned and the council moved into executive session on litigation and contract negotiations.
