Neosho council approves $125,000 engineering authorization for Highway 59 improvements, rezoning and utility hookup consent

The Neosho City Council approved several development and infrastructure items on Aug. 6, including a work authorization with Algair Martin and Associates Inc. for engineering services on Highway 59, a rezoning request for 200 North Washington and an irrevocable consent allowing a property to connect to city water.
Nate (first referenced at SEG 735) described the work authorization (Bill 2024‑62) for Highway 59 improvements from Malcolm Mosby to Clemens Drive, including turn lanes, asphalt improvements, signal upgrades and restriping; the engineering services are capped at $125,000, to be funded from the street fund. Staff recommended approval and council approved the authorization 7‑0.
Council also approved Bill 2024‑63 to rezone a small property at 200 North Washington from M‑1 (Light Industrial) to C‑2 (General Business) at the request of the property owners. The rezoning will provide future buyers more flexibility for commercial or residential uses; planning and zoning recommended acceptance and there were no public objections. The motion passed 7‑0.
On utilities, council approved an irrevocable consent that allows the owner of 15410 TT Highway to connect to city water as an outside user (not an annexation). Staff clarified the action authorizes connection and does not automatically annex the property; outside users will pay 1.5 times the standard rate. The council approved the consent 7‑0.
Appointments and other routine items: council approved appointments to the golf course board and to the Neosho Housing Authority, acknowledged the Spring Plaza CID FY25 budget presentation and heard a compliance update on the city’s stormwater permit.
