Raytown aldermen approve stormwater easements, street work and maintenance contracts; several items funded or amended

Raytown's Board of Aldermen approved a package of infrastructure and maintenance measures on July 16, including acceptance of easements for a Woodson Road stormwater project, a street maintenance contract for Raytown Road, pavement-marking and sewer-treatment contracts, and ARPA-funded work with engineering oversight for the 80 Seventh Street equalization basin.

Woodson Road stormwater easements: The board approved a resolution to accept four private easements needed for the Woodson Road Stormwater Improvement Project and authorized recording the easements with Jackson County. Public works staff said the project will connect to an existing Kansas City pipe and that easements are required where the new system crosses private side yards. The board voted to waive the rules for first reading and approved the resolution.

Street maintenance contract: The board authorized the city administrator to enter a contract with J.M. Fahey Construction for the 2024 Raytown Road/Lake Town Road street maintenance project in an amount not to exceed $1,279,000. Public works said base and alternate bids came in well below the engineer's estimate and recommended proceeding with both bid sections; staff said paving work is expected to occur between August and October with contract completion by Nov. 1.

Pavement marking and maintenance: The board approved a one-year pavement-marking agreement with Heartland Traffic Services, not to exceed $51,500, with two one-year extension options at predetermined increase rates. Staff said the contract uses unit pricing (48 cents per linear foot this year) and provides flexibility to extend if mutually agreeable.

Sanitary sewer root control: The board approved continuing preventive treatment through Duke's Root Control Inc., treating identified segments totaling about 16,981 linear feet, at a contract amount not to exceed $35,607.68 under cooperative pricing. Staff described a warranty structure that includes a re-treatment provision within six months and an overall two-year guarantee window for treated segments.

ARPA funding and engineering for 80 Seventh Street basin: Using American Rescue Plan Act funds, the board amended the FY2023-24 budget to fund the next phase of the 80 Seventh Street Equalization Basin project and approved a professional services agreement for engineering and construction-phase assistance (not to exceed $53,200) to prepare bid documents and provide construction oversight.

Votes and procedure: Where recorded, motions were seconded and carried on roll calls; several items were approved unanimously. The board also adopted a procedure to disclose potential conflicts of interest for municipal officials, to be reported to the Missouri Ethics Commission.

Next steps: Public works staff said the Woodson project will finish easement recording before bidding, street-work scheduling will aim for late summer/fall, and the 80 Seventh Street basin project bid packet will be finalized in the coming weeks for a September contract award.
