Kearney board approves MoDOT traffic-safety grant; consent agenda and executive-session motion pass

The Kearney Board of Aldermen on Monday approved an ordinance authorizing a contract with the Missouri Department of Transportation Highway Safety and Traffic Division for the HMV Enforcement 2024—2025 grant and voted to enter an executive session later in the evening.

Captain John Stewart, identified in the meeting agenda as the presenting officer, told the board the grant package prepared by Sergeant Heger and Officer Parker includes three in-car radar units, one LIDAR unit, roughly $5,000 earmarked for overtime and endorsement training and travel for two officers, and totals a little over $19,000. "This year we, Sergeant Heger and Officer Parker, put together a grant that was approved by MoDOT," the agenda notes and the presentation materials confirmed. The ordinance was read by title, moved and seconded, and passed on second reading; the chair announced it "passes on the second reading."

The board also approved the consent agenda without discussion. Later the body approved a motion to go into executive session under RSMo Section 610.021 subsections 1 (legal actions and privileged communications with counsel) and 12 (negotiated contracts); the roll-call vote was announced as unanimous and the meeting recessed into closed session at 7:00 p.m.

No ordinance amendments or dissenting recorded votes were noted in the public portion. The items approved on the consent agenda were not read into the public record during the meeting; the motion to approve was made and seconded and the chair recorded the motion as passing.

What's next: the board set the next regular meeting for Monday, June 17 at 6:30 p.m. and moved into the stated executive session on the cited statutory bases.
