Resident questions $1 million Mosaic Block garage allocation and procurement; mayor and staff say design-build will determine scope

Jim Whitinger of 4614 Iris Street questioned council members about the $1,000,000 allocation for the Mosaic Block parking garage and whether that amount would address deferred maintenance. He asked why the city selected John Rohrer Contracting Company for a design-build agreement rather than using a different procurement route.
The mayor replied, "It's a design build, Jim, so we're not sure how much has to be done...the design build company that was picked will come back with things that have to be done as they go in and do a thorough inspection of the garage, which is needed." Procurement staff added that when the agreement is presented to council it will have gone through the procurement process and that council would be approving a negotiated contract form.
Whitinger also asked about prior commitments: the mayor explained the city's original commitment to the Discovery Center had been $4,000,000 then reduced to $2.5 million, with $1.5 million reserved for infrastructure including sidewalks, lighting and the garage; the current $1,000,000 is part of that infrastructure allocation. Whitinger said he appreciated revitalization efforts but wanted assurance of priorities and competitive procurement.
