Chelsea Gross of 3705 Hilda Lane said she has repeatedly contacted the city and the nearby property owner (Norium) since 2022 about loose gravel and barriers in a city-owned alley between her rental properties, which she said are "tearing my fence up" and have required about $10,000 in repairs. Gross said she has photographs with timestamps and recorded calls documenting her outreach and asked the city to clean the alley and tighten restrictions to prevent further damage.
City manager acknowledged the complaint, said Kevin Snyder with Public Works and Justin Carr had attempted outreach, apologized for the unresolved situation and offered to meet after the meeting to discuss options to assist Gross. Gross said an attorney had advised she pursue the city because the debris lies in a city alley; she said she was not threatening litigation but seeking help to protect her property.
The exchange ended with the manager offering to meet with Gross after the meeting to review the documentation and possible city actions.
