The council also accepted a Department of Housing and Urban Development Continuum of Care planning grant totaling $93,637 and attached consultant agreements: Center for Common Concerns, Inc. (d/b/a Homebase) for $46,818 and United Way of Greater Saint Joseph for $46,819. The council voted to attach the two agreements and then passed the amended ordinance, both votes recorded as 7-0.
Members approved a consent agenda that consolidated multiple appointments, budget amendments and purchases. Items read into the record included the nomination of Kenny Turner to the Plumbers Examining and Appeals Board; ARPA-funded transfers totaling tens of thousands of dollars to support communications, police equipment and civic facilities improvements; authorization of several change orders and capital expenditures; and a proposed five-year purchase agreement with Axon Enterprises for Taser devices estimated at about $640,458. The mayor called and the council passed the consent agenda by voice vote, seven ayes.
What happened next: several ordinances were read for first reading, including ARPA agreements for infrastructure and a proposed $1,000,000 design-build contract for rehabilitation work on the Mosaic Block parking garage. Those items will return for further action at a later meeting.
