Evansville council approves year-end transfers, four rezones and airport mutual-aid pact

The Evansville Common Council on Nov. 18, 2024 voted unanimously to adopt amended ordinance F-2024-18 authorizing year-end transfers and reappropriations, approved four rezoning ordinances (R-2024-30 through R-2024-33) and adopted Resolution C-2024-25 to formalize a mutual-aid agreement with the Evansville-Vanderburgh Airport Authority.
Council said the amended F-2024-18 ordinance largely moves funds between internal accounts to balance end-of-year budgets. A city controller explained that a roughly $100,000 transfer in the general fund is intended mainly to cover vehicle repairs for police cars whose replacement orders were delayed. In discussion about HOME and CDBG funding, DMD Director Jackson told the council that a Hope of Evansville home-buyer rehab request originally for $230,000 expanded to roughly $316,000 as the project scope increased and that HOME funds were being allocated because the project is shovel-ready.
The council took up multiple rezoning requests forwarded with APC recommendations. APC planner Cassie Virgin summarized Docket REZ-2024-034 and said the request to rezone 4519 Claremont Ave from R-1 to R-3 would allow an existing three-unit dwelling that was converted without permits to remain as a triplex; the council adopted Ordinance R-2024-30 by unanimous roll call.
On the Franklin Street site (APC Docket REZ-2024-035, proposed R-2024-31), the council approved rezoning the northwest corner of Seventh Avenue and West Franklin Street from M-3 to C-2 to allow a mixed-use redevelopment proposed as a 56-unit Franklin Street Lofts project. John Clark, the manager representing Franklin Street Lofts, acknowledged a recent safety incident involving a related maintenance contractor, said the company is cooperating with OSHA and stated, "we're reviewing our safety protocols, culture of continuous improvement, making those appropriate changes to eliminate that situation from ever happening again." The ordinance was adopted 8–0.
Two other downzone requests (R-2024-32 at 712 North Albert Blvd and R-2024-33 at 3008 Mount Vernon Ave) were described by APC staff as moves to remove legal nonconforming status and preserve single-family residential use; both passed on unanimous roll call votes.
The council also adopted Resolution C-2024-25, a formal interlocal mutual-aid agreement between the Evansville Fire Department and the airport authority. Fire Chief Tony Knight said the agencies have long assisted one another and the written agreement is important for expense reimbursement in disasters; the resolution passed 8–0.
