Evansville commission approves bond authorization for new East Side firehouse after second public hearing

The Evansville Redevelopment Commission on Oct. 15 held a second preliminary determination hearing and approved Resolution 24 ERC-34 authorizing issuance of bonds to finance a new East Side firehouse and related incidental expenses.
Robert Gunter, from the controller's office, told the commission the proposal had been presented to the City Council the night before and that the council approved the measure at its meeting. Gunter said the police chief has a location in mind but did not want to disclose it publicly "because he's afraid of competition," and that, if the commission approves the bond authorization, a 30‑day remonstrance period will apply before the issuance can proceed to market. "We hope to go to market in November, settle in December," Gunter said.
Legal and financial staff explained the mechanics of the bond documents. Counsel noted the resolution form contains blanks that will be filled when market pricing is known; the documents disclose multiple possible maximum terms (up to 19 years were mentioned), but staff said disclosure would include 10 years of detail and their working expectation is an issue closer to 13 years based on affordability and market conditions. Commissioners also asked about defeasement (prepayment) restrictions; staff said there is commonly an initial period (often about 10 years) during which prepayment is limited, and final terms will depend on market pricing.
Unidentified Speaker 5 moved to approve Resolution 24 ERC-34 with a revision changing references from "board" to "commission;" the motion was seconded and carried on roll call. Commissioners recorded during roll call included Commissioner Halsman, Commissioner Neeson and Commissioner Woth, all of whom voted "Aye."
The commission closed the public hearing and authorized staff to proceed with finalizing documents, subject to filling in the market-determined numbers and observing the remonstrance period. Staff said they anticipate going to market in November and closing in December to meet year-end timelines.
Next steps identified by staff were completing final bond terms during marketing and returning any final documents that require signature once the market pricing is known.
