Evansville Board of Public Safety approves multiple contracts, event and road permits; tables Pearl Laundry cleanup

The Evansville Board of Public Safety on July 24 approved a series of routine municipal actions including a medical-advisor agreement for police medics, the award of an RFP for upfitted vehicles to a local vendor, multiple building and street permits, and an increase to the city's trash-and-debris contract.
Catherine McDonald of the police department asked the board to approve an agreement between the city, the Evansville Police Department and Dr. Michael Don, saying the city is “required by state law to have a doctor, as an advisor to our actual medics.” The board moved and approved the agreement by voice vote.
Purchasing staff presented results for RFP O30092024 for upfitted parked vehicles. Purchasing listed four proposals—John Jones Auto Group, Don Franklin Chevrolet, Town and Country Ford and Utilitec—and said Utilitec received the highest score (92.32). Because Utilitec’s nearest servicing location for the upfitted equipment is in Pennsylvania, purchasing recommended awarding the contract to the second-highest scorer, John Jones Auto Group (88.07), on grounds of local service availability. The board approved the award by voice vote.
Deputy Chief Garrett told the board the fire department requested to surplus one Zamboni and 20 non-functioning heart-rate monitors. “We have, request to surplus 1 Zamboni, which is basically a small version of this floor cleaner we have for our warehouse,” Garrett said. The board approved both surplus requests.
Kim with the building commission sought approval of multiple low-bid construction contracts across the city, listing bidders and amounts: 1806 N. Sixth Ave (Hidorn Excavating, $6,495); 1014 W. Virginia St (Steadily Excavating, $7,851); 12 E. Franklin St (Steadily Excavating, $11,024); 809 S. Elliott St (Steadily Excavating, $7,826); 1308 Gabbitt St (Steadily Excavating, $5,150); and 780 S. Governor St (Steadily Excavating, $6,430). The board approved the awards.
Kim also reported a $40,000 increase to the city's trash-and-debris contract with RemovePro, raising the total from $200,000 to $240,000; she confirmed legal review had been completed and the board approved the amendment.
The board voted to continue consideration of the cleanup at 428 Northwest Third Street (the Pearl Laundry Building) until the Aug. 14 meeting rather than take final action at this session.
The board approved a string of special-event permits: the Central High School Marching Bears marching-band competition (Old Post Road closure) for Sept. 7 and again on Oct. 12; YMCA of Southwestern Indiana events including a children’s “kids half” on Sept. 21 and an Evansville half marathon/5K on Oct. 5; an Evansville Philharmonic downtown concert on Sept. 29; and the For Freedom's Veterans Parade on Nov. 9. For the Philharmonic event staff said there will be a stage and the event is planned as a free concert.
The board also granted multiple road-closure and lane-restriction requests for construction and utility work: CRG Residential closures at Fourth & Sycamore and Fifth & Sycamore (July 27–Aug. 3); Turpin’s Painting closures and lane restrictions at 619 Southeast Second (July 19–Aug. 8) with confirmed right-of-way permits and city-engineer approval; All Salt Plumbing closures on the 700 block of Jefferson for a water-main project (July 30–Aug. 2); and rolling lane restrictions by TerraZon Group on Franklin Street and First Avenue (Aug. 12–16) to access AT&T manholes. Staff described the TerraZon closures as a rolling lane restriction that moves as crews access successive manholes.
A set of dumpster/street permits (multiple addresses), a parking permit for 3301 Oakland Drive (brief loading/unloading), and removal of a handicap parking-space permit at 2622 Hillcrest Terrace (resident moved) were all approved. The board approved claims and the minutes from the July 10 meeting and adjourned; the next meeting was scheduled for Aug. 14, 2024.
