The Neosho City Council approved Council Bill 2024-55 to voluntarily annex 2874 Bulwer (also referenced as Boulder) Drive into city limits, concluding the petition met notice and planning-and-zoning requirements and that staff recommended approval. The annexation explicitly excludes the roadway itself from the city’s limits.
Staff told council the planning-and-zoning commission held a public hearing with no public opposition and unanimously recommended annexation. A staff presenter explained the road is unincorporated, gravel, and has longstanding drainage and subgrade issues that were never brought up to municipal standards.
Council members and staff estimated roughly 20 houses in the affected neighborhood and emphasized that accepting the property into the city does not automatically transfer responsibility for the road. "The Boulder has never been accepted by any jurisdiction," a staff member said, noting homeowners would need to bring roads and drainage up to code before the city or county would assume maintenance.
Council discussed options homeowners could pursue — petition-driven approaches such as a neighborhood TIF or direct assessments — and agreed the annexation grants utilities and municipal services to the property while leaving road-improvement responsibility with the property owners unless a separate funding or improvement process is pursued. Council approved the annexation after discussion.
