Parent urges Cheltenham to add administrative flexibility to kindergarten entry policy

During public comment, Michael Brooks, a Cheltenham parent, urged the district to permit administrative early admission to kindergarten so that children born just after the nursing cutoff dates are not forced to pay for extra private pre‑K or sit out a year.
"When I look at the policy, it leaves no room for administrative, interpretation or administrative testing," Brooks said, arguing the policy’s fixed dates create inequity for families without the means to pay for private assessment or pre‑K placement.
District staff explained the differing cutoff dates have a legal basis tied to Pennsylvania law and the definition of a child’s age on the first day of school; staff added that districts use Sept. 15 for first‑grade eligibility to ensure the first day of school is always covered. The policy presenter said staff would review whether the kindergarten section could be adjusted to align dates or include an administrative early‑admission process and noted, "With Dr. Scrivance's permission, we'll bring it up with Melissa Savage and, we'll talk about it." The committee did not make a substantive policy change at this meeting.
Board members acknowledged the tradeoffs between a single cutoff date and the research showing early admission can affect academic outcomes, and they asked staff to return with options for administrative procedures that comply with state law.
