Board approves interlocal amendment to shrink Area Plan Commission from 13 to 9 members amid board concerns

The Evansville Board of Public Works on Nov. 7 approved the third amendment to the interlocal agreement with Vanderburgh County that changes the Area Plan Commission’s composition, reducing membership from 13 to 9.
Deputy Controller Laura Bennett summarized the amendment and said it is more substantive than prior updates because it changes commission composition. Counsel and staff explained that the county previously opted to form its own plan commission and that the amendment reflects an agreed‑upon allocation of appointments: the mayor would have three appointments, city council one, the county commissioners three, county council one, and the county surveyor as the ninth member.
A board member objected, saying the automatic inclusion of a Board of Public Works member and a school corporation representative would be eliminated and that the board’s representation in APC matters had been valuable. Counsel and staff responded that the mayor and council retain appointment authority and could appoint a member from this board but that the automatic seat is removed under the amendment.
After discussion the board approved the amendment by voice vote. Staff said the agreement had been approved by the county earlier and will ultimately go to city council for final action.
Next steps: the interlocal agreement will proceed to city council for consideration; staff will monitor appointments and the APC composition as the amendment is implemented.
