Cleveland County commissioners voted Nov. 12 to rezone a roughly 17‑acre parcel at 340 Beaver Dam Church Road (Parcel 54754) from rural agriculture to residential.
Staff member Chris told the board the tract is identified for secondary growth and is surrounded on multiple sides by residential zoning; the planning board recommended approval. Chris explained that minimum lot sizes differ by utility availability: with public sewer the minimum lot size is 15,000 square feet; with septic the minimum becomes roughly a half acre.
During the public hearing, adjoining property owner Alton Scott McSwain said he was conflicted but worried about the rezoning's effect on his property value, pointing to nearby dilapidated commercial buildings and saying, "If you put houses every half acre in there, what does it do to my property value?" Caleb Peeler, the project's civil engineer, said the rezoning is consistent with the future land use plan and surrounding residential uses and that development would be an improvement compared with vacant lots and boarded‑up structures.
Commissioner (speaker 6) moved to approve the rezoning; the motion was seconded and carried by voice vote.
