County to seek federal active‑transportation planning grant to connect Rigby and Jefferson Lake

Jefferson County commissioners voted to apply for a federal Active Transportation Program planning grant aimed at designing a bicycle and pedestrian connection from the City of Rigby to Jefferson Lake.

Chrissy, the grant consultant introduced during the meeting, told the board the grant program favors larger projects and requires applicants to request at least $100,000 for planning work. She said the planning phase grant increases the chance of later construction funding and described proposed elements: a multi‑use pathway connecting existing trails, curb and gutter, road widening in select segments and lighting to improve pedestrian safety. "So taking the path from the city of Rigby out to Jefferson Lake" was part of her description of the project’s core objective.

Commissioners asked about local matching dollars and timing. Chrissy and county staff said the state generally awards full grants but applicants score better with a local match; the county and the City of Rigby discussed contributing roughly $10,000 each as local match seed money. The board noted no county money would be spent unless the planning grant is awarded; the application deadline was described as the following Monday, creating a short window for final materials.

A commissioner moved to approve seeking the grant and to commit $10,000 toward the planning match; the motion was seconded and approved by roll call. Staff will add the match to next year’s budget if the county is awarded the planning grant and will coordinate documentation with the City of Rigby and engineering consultants.
