The Quorum Court of Van Buren County adopted an emergency ordinance to reclassify ARPA revenue‑replacement fund (fund 1006) into specific expenditure classifications such as law enforcement, sanitation, roads and health, and acknowledged the emergency clause so the ordinance is effective upon passage.
Justice Nikki Brown, sponsor of the ordinance, explained that per legislative audit requirements the county must appropriate ARPA monies into the proper expenditure classifications rather than leaving them in the general government line. The ordinance lists the target classifications (for example, 1006‑400 for law enforcement and 1006‑700 for sanitation) and directs court orders to move monies into the appropriate classifications for 2023.
Court members moved to adopt the ordinance, held a roll‑call vote and then voted to acknowledge the emergency clause by voice vote. The court recorded unanimous support from members present. The sponsor said the classification is necessary to comply with audit guidance and to allow proper disbursement and accounting of ARPA funds.
