Coffeyville selects Waste Connections for 10-year residential solid-waste contract

The Coffeyville City Commission voted unanimously to approve Resolution R2475, authorizing the city to execute a residential solid-waste collection agreement with Waste Connections of Oklahoma.
Deputy Director of Public Works Thomas Osborne told commissioners the procurement began in February, generated multiple bids and culminated in a staff recommendation for a 10-year contract using tandem (dual-axle) side-loaders. Staff described the selected trucks as side-loader dual-axle vehicles intended to reduce axle stress compared with some single-axle alternatives. The proposal calls for a three-year fixed-rate period followed by annual increases capped at 3%.
Commissioners asked about contract protections for performance and service quality; staff confirmed contract provisions will protect the city against lack of performance. Earlier in the meeting, representatives of Republic Services had presented comparative truck-weight data and cost figures during public comment; commissioners said they had considered truck-weights, costs and resident impact in evaluating bids.
Commissioner Edwards moved to approve Resolution R2475 and Vice Mayor Faulkner seconded. The commission recorded aye votes from Commissioners Maples, Faulkner, Van Oster, Mayor Hendricks and Edwards. Staff will finalize contract terms with Waste Connections consistent with the RFQ and council direction.
The resolution covers residential collection and city facilities and is subject to final terms and conditions negotiated between city staff and the contractor.
