Vanderburgh County Council on Nov. 6 approved multiple personnel requests, reclassifications and budget appropriations across departments, including funds earmarked to meet the Sheriff retirement actuarially determined contribution (ADC).
The council approved grant-funded hires for the CPI treatment court and work-release positions, accepted the auditor—s request to fill a part-time bookkeeping vacancy, and approved WIC program hires and federal/state expansion grant positions for the health department. Superior Court requests included retitling two positions to court reporter and approving three office positions as presented.
On budget items, the council approved an appropriation of $375,000 to meet the Sheriff retirement ADC. Members then authorized a separate request to disperse $125,000 from the Sheriff commissary fund into the county police pension fund; presenters said the two actions together address the ADC shortfall for the year. The council also approved appropriations for coroner deputies, election supplies ($14,000), jail overtime and shift differentials, appellate and deposition transcripts for the public defender (budgeted at $35,000), assessor vehicle purchases ($65,000), Burdette Park contract longevity adjustments ($12,149) and other line items and transfers as listed in the agenda.
Councilmembers debated a personnel practice that allows new hires with experience to be placed at advanced step levels (longevity/step placements). Several members said they are uncomfortable that advanced-step placements can disadvantage long-time employees, but the council voted to approve the public defender—s requested step placement for a new hire with out-of-state licensure and experience.
Officials said many new hires and positions are grant-funded and noted that unincorporated county economic-development spending and other initiatives rely on a mix of state and federal grants.
What happens next: Departments will proceed to fill the approved vacancies and the county finance office will incorporate the approved appropriations into end-of-year budget activity and December reporting.
