Port awards three master engineering contracts and reviews quarterly contracting/LBE performance

The Port Commission on Nov. 13 authorized three master contracts for as-needed engineering and related professional services and received the quarterly contracting report for July 1Sept. 30.
Staff recommended awarding master contracts (three-year term with a one-year extension option) to three teams: Parsons Brinckerhoff/Structus (JV), Gerwick SDE (JV), and Cregan & D'Angelo AGS (JV), each with a not-to-exceed amount of $1,500,000. "These contracts provide on-call engineering services the Port uses for smaller tasks and for short-turnaround needs," Andre Salsavedo, the Ports contracts manager, said. The Commission moved, seconded and approved the awards.
Port contracting staff also presented a quarterly snapshot of contracting activity. Payments during the quarter totaled nearly $14 million, with almost $2 million of that going to Local Business Enterprises (LBEs). Commissioners noted LBE participation lagged on a few large construction contracts where heavy pile-driving and specialized equipment limited subcontracting opportunities; staff explained that trade-package makeup influences LBE opportunities and that some LBE work typically occurs later in project schedules (interior trades, painting, drywall). The Commission asked staff to continue quarterly open-session reporting, to monitor LBE performance across payments (not only contract award) and to set corrective steps, including fines where appropriate, when primes fail to meet agreed LBE participation.
"We want this reporting in open session and we want to know what staff will do to increase these numbers," Commissioner Brandon said. Port and HRC representatives described compliance steps and said staff will break out payment-by-payment tracking so project managers can intervene earlier in a contracts life to raise LBE participation.
