Port authorizes RFP to rehab and re-tenant Pier 38 bulkhead with options for short- and long-term reuse

Port staff presented a recommendation to issue a competitive RFP to rehabilitate and re-tenant the Pier 38 bulkhead building at Delancey Street and the Embarcadero. John Dahl (staff) said the approach responds to commissioner feedback to enable a rapid short-term rehab while preserving a path to consider long-term redevelopment proposals.
RFP objectives and options
Staff proposed two tracks: 1) a master-tenant approach focused on rapid repair and re-tenanting of the bulkhead building (typically 10-year leases), which would not trigger an immediate full seismic upgrade; or 2) a master-developer approach that repairs the bulkhead first and then demonstrates capacity to undertake a longer-term redevelopment of Pier 38 (typically 50-year leases) if feasible and later approved by the commission.
Schedule and evaluation
Staff said the RFP would be issued in October with a submittal deadline expected in February and evaluation in the spring, with potential commission action next summer. The master-developer track would include responsibility for bulkhead repairs and potential improvements to the pier shed and adjacent areas depending on the scope proposed.
Commission action
After staff presentation and brief discussion, the commission moved, seconded, and authorized staff to issue the RFP with the stated objectives and timelines; commissioners encouraged further consideration of seismic upgrades as respondents' proposals come in.
