Steve Ritchie, assistant general manager for water, explained the water‑supply assessment is required under CEQA to estimate the development's anticipated water demand and to report whether the SFPUC can meet that demand given current supplies and programmatic assumptions. “This is not an approval or a disapproval or any action relative to the project itself,” Ritchie said, identifying the assessment's purpose as informational for the planning department's CEQA document.
Commissioners asked how assessments relate to allocations and the city's overall supply cap; Ritchie said the assessment relies on developer‑provided demand estimates and compares them against SFPUC supply estimates from the programmatic WISIP EIR and related supply forecasts. He cautioned that state regulatory changes or settlement outcomes could change the context for allocation discussions and that the agency will revisit allocations as state actions clarify.
After questions and public comment, the commission moved, seconded and approved the water‑supply assessment for transmittal to the planning department.
