Port staff: America’s Cup venues on track; contracting report shows $19M in activity

Joe Roget, a port structural engineer, said Turner Construction finalized amendment No. 4 and will begin construction on Pier 30/32 Phase 1 the week following the meeting. Turner was also scheduled to start Pier 29 substructure repairs and to demolish Pier 1½ on specified July dates; staff said six port infrastructure projects (not including dredging) were on schedule and fully funded for execution.
Brad Benson and Ed Byrne reported progress on regulatory approvals and the Pier 27 cruise terminal: BCDC actions are mostly complete, the port received a 401 water‑quality certification, the Army Corps NEPA process was expected to begin in early July and federal biological opinions and incidental authorization processes were underway with NOAA, NMFS and Fish and Wildlife. Byrne said 84% of the Pier 27 subcontract scope had been awarded and steel erection would begin soon; demolition at Pier 36 was running about three weeks behind schedule.
On contracting, contracts manager Andre Sassevedo presented a biannual report (July–December 2011) summarizing new awards and changes: three new professional service contracts, four construction contracts, 12 contract service orders (CSOs), about $9.6 million in newly issued contracts in the period and approximately $19 million in total contracting activity with about $5.3 million attributed to LBE firms (28% participation for the period). Staff also described the new local‑hire reporting process run by OEWD and preliminary local‑hire hours reported for two projects (Hyde Street Harbor JOS building 25% local; Pier 35 north apron repair 61% local by hours reported).
Commissioners asked for clearer consolidated reporting and recommended a twice‑yearly summary of the top contracts by amount; staff agreed to provide more concise, comparable exhibits next reporting cycle.
