Redevelopment commission approves 2025 spending plan, adds Levinson reimbursement and Mentone allocation

The Kosciusko County Redevelopment Commission approved submission of the 2025 spending plan as presented, with corrections that include a Levinson reimbursement previously approved for reimbursement and the $500,000 Mentone TIF allocation added earlier in the meeting.

Alyssa, who compiled the spreadsheet, said she consolidated requests from the various TIF areas and included a $176,000 estimate for a Claypool-area drain discussed at the prior meeting. She told commissioners that many figures are estimates, the plan can be amended at any time, and that she would add the $500,000 discussed for Mentone.

"I did send you an email with the plan, so I hope you received that just a little while ago so you can follow along," Alyssa said. She also reminded the commission that the spending plan is submitted to the Department of Local Government Finance and can be amended after submittal.

Commissioners debated whether to list pipeline items that might never materialize, with one member advising a conservative approach and another noting the state language has shifted to allow amendments. The commission resolved to include the Levinson reimbursement and the Mentone allocation and to submit the plan; members can request amendments later if new projects arise.

The motion to submit the 2025 spending plan as corrected passed on a roll-call vote with all members present recorded as voting in favor. Staff will file the plan with the DLGF and update it as needed if additional projects (for example, Maple Leaf or other district proposals) come forward.
