Parks director outlines financial‑sustainability push and timeline for master plan

Tim Street, parks director for Bloomington, briefed the board on work to create a financial sustainability policy and to procure a parks master plan. Street said he and staff attended training on financial sustainability and will use that guidance to update policies, categorize services for cost recovery, and conduct internal data analysis ahead of the master plan.
"We're gonna create service categories to update our cost recovery model," Street said, outlining a framework that groups services (retail/concessions, rentals, public open space) and sets different recovery expectations depending on public benefit. He said staff will also solicit RFPs for a master plan with contracting likely in December or January and anticipated adoption next year.
Planned action steps include revising behavior and partnership policies, expanding internal data work using Placer.ai to analyze park usage over the last five years, completing a capital investment analysis, and conducting a community needs assessment to distinguish wants from needs. Street said the department will host local financial sustainability training in April and fold a sports facilities capital plan into the master plan process.
Commissioners were invited to provide input on master‑plan priorities; Street said staff will return with more detail as procurement proceeds.
