Redevelopment commission lists $500,000 from Mentone TIF for 700 West resurfacing

The Kosciusko County Redevelopment Commission voted to include $500,000 from the Mentone Tax Increment Financing (TIF) district in the county's 2025 spending plan to support resurfacing of 700 West, from State Road 25 to 700 South.
Commissioner Joni Truax moved to add the amount to the spending plan, framing the spending plan as a required blueprint for the Department of Local Government Finance (DLGF). Steve from the county highway department described the corridor as a heavily traveled truck route that has not been substantially updated in roughly 12 years and said resurfacing would improve durability for trucks and include shoulders, markings and sign upgrades.
"I would recommend that we put in $500,000 from the Mentone TIF into the spending plan for resurfacing of that road by an outside contractor," Truax said. Steve told the commission county forces are limited to about $250,000 per in-house project under public-works rules, while a contractor bid would likely allow a thicker pavement section and include shoulders and striping.
Alyssa noted the Mentone TIF balance is sufficient to support the allocation; staff reported a balance of $630,306.75 in the Mentone TIF. Commissioners discussed alternatives (paving as far as 600 South or 700 South, or a hybrid approach with county crews completing a portion and a contractor finishing the remainder) and agreed bidding out the work could yield a longer paved stretch for the money.
The motion to list $500,000 in the 2025 spending plan passed on a roll-call vote with all members present recorded as voting in favor. The allocation was entered in the spending plan submission; staff will solicit bids, evaluate in-house capacity versus contractor pricing, and return to the redevelopment commission with a procurement recommendation and firm cost estimates.
Next steps: highway staff will prepare bids and a scope for the project, and the redevelopment commission will consider a formal contract award only after receiving firm pricing and schedule information.
