Montgomery staff preview 2025–2029 strategic plan, ask board to review for November adoption

Village staff presented the draft 2025–2029 strategic plan at the Village of Montgomery board meeting, telling the trustees the document resulted from a year-long process of board retreats and cross-department staff work and that it will return for final adoption at the board's last November meeting.
"This document is a culmination of a year long process," a staff presenter said while outlining the plan’s development and public- and staff-engagement steps. Staff said a leadership team of roughly 20 employees worked monthly to turn board direction into six strategic initiatives, associated goals, and assigned departmental tasks.
The plan highlights six strategic initiatives: sustainability (including water-source protection), professional governance and responsiveness, investment in internal and external stakeholders, civic engagement (with a youth emphasis), infrastructure and equipment replacement, and economic development. Water superintendent Jeremy Moss said the sustainability initiative includes a target to reduce non-revenue water below 10 percent and a plan to perform annual water audits.
"This goal affects the roughly 30,000 people that rely on the village to provide potable water," Moss said, and staff said audits of large users will help identify and correct losses.
Other initiatives include implementation of new technology to measure and improve customer service turnaround times (RingCentral and a BSNA enterprise system), programs to recruit and retain employees, tree- and youth-focused civic-outreach efforts, and a more comprehensive equipment-replacement and building-systems program for long-term operational efficiency.
Staff said the board will receive the full document and supporting appendices — including a page that summarizes strategic initiatives and an appendix that maps goals to tasks and departments — and requested trustees provide comments during the next four weeks so the board can consider adoption at its November meeting.
The board did not take action on the plan at the meeting and staff said they will bring the draft back with any requested clarifications for final action.
