Commissioners approve $319,176 ambulance contract after presentation of call‑volume and billing data

Jefferson County commissioners voted Aug. 25 to approve an ambulance service agreement for $319,176 for the coming year after a presentation by Idaho Falls‑area emergency services officials.

Chief John Perry and colleagues explained the county’s share of calls and the accounting behind the requested amount. "We are looking at a contract this year of $319,176," Perry told the commission, noting that Jefferson made up roughly 4–5% of the EMS budgeted call volume and that EMS collections from billable calls are reduced by billing and insurance shortfalls.

Perry said the EMS budget was roughly $9,091,151 and described the mechanics used to estimate the county’s portion: a percentage of the EMS budget, adjustment for the proportion of calls in the county, and the typical collection rate (Blue Cross/Medicaid/Medicare/private pay write‑downs). He explained that while billable calls totaled about $147,000 for the fiscal period studied, collections as of Aug. 1 amounted to about $107,357.

Commissioners thanked the presenters for the detailed breakdown; one commissioner noted the numbers "substantiated why you've come with the cost you've come." The motion to approve the contract was moved and seconded and passed on roll call.

In discussion the EMS representatives urged the county to consider a permanent EMS district to stabilize funding; the presenters said a district could reduce the county general‑fund contribution and broaden coverage countywide. Commissioners noted the potential ballot process and other political and fiscal steps required to form such a district.

The contract was approved as presented; staff will finalize the agreement and signatures as the start date approaches.
