Council adopts building‑permit fee schedule, equipment purchases, City Hall change order and extends interim city‑manager employment

At its Oct. 16 meeting Fairview council recorded several formal actions after staff presentations and public testimony.
- Resolution 52‑2024 (building permit fee schedule): Staff explained ePermitting implementation and state‑required fee updates; after a public hearing with no testimony council unanimously adopted the revised fee schedule.
- Resolution 55‑2024 (fleet & equipment replacement): Council approved using replacement funds and a portion of contingency to purchase a backhoe, two pickup trucks, and a plow/sander to replace aging equipment and support winter operations. Staff reported the city has a vehicle replacement fund and was requesting a partial draw down to cover the equipment.
- Resolution 57‑2024 (City Hall exterior change order): Council approved an additional change order to cover unforeseen siding and vapor‑barrier repairs discovered during work; the change order remains within the overall appropriation for the project.
- Resolution 53‑2024 (Art Fairview MOU extension): Staff presented a proposed extension of an MOU for the Art Fairview project; a nearby property owner and developer (Jeff Parker) asked the council not to approve the extension that night and said he was not notified. Council discussed the tradeoffs and later approved the extension by motion.
- Resolution 54‑2024 (city‑manager employment authorization): After an executive session, council returned to open session and amended the related contract dates, approving an employment/resolution that extends the interim manager’s contract through Jan. 2, 2025, and discussed a projected December 30 proposed start date for a permanent manager.
Each of the above motions was moved, seconded, and carried in open session; staff will publish the adopted resolutions and next procedural steps.
