Hobbs mayor says city will seek $30 million from state to build behavioral health facility

Mayor Sam D. Cobb told the Hobbs City Commission on Nov. 4 that the city has formed an informal partnership with the county to pursue construction of a behavioral health facility in Hobbs and plans to request $30,000,000 in state capital outlay for that purpose.
Cobb said the request would be one of two bills moving forward: one seeking capital outlay for construction and another to create a trust fund, modeled on existing state trust funds, to provide a revenue stream for incremental behavioral-health costs and workforce supports. The mayor said the proposed trust would help cover costs not reimbursed by Medicaid, Medicare or private insurance and might pay for education and salaries to support behavioral-health staffing.
Cobb said the proposal would be presented to the interim committee in Santa Fe, that it had bipartisan support in preliminary conversations, and that the governor had expressed interest. He encouraged local elected officials and the public to support the initiative as it advances through the legislative process.
The commission did not take a vote on the proposal at the meeting; Cobb said he would keep the commission informed as legislation develops.
