Votes at a glance: Hobbs commission approves MOA amendment, fire tower purchase and rescinds three condemnations

The Hobbs City Commission recorded several unanimous votes at its Nov. 4 meeting.
Minutes and consent agenda: The commission approved minutes for the Nov. 4, 2024 regular meeting and the work session, then approved the consent agenda by unanimous roll call.
Amendment No. 1 to MOA with the New Mexico Energy, Minerals and Natural Resources Department: Chief Martin Porto presented Amendment No. 1, which staff said increases the department’s reimbursement amount from $7,000 to $40,000 and removes a reference that Office staff said previously tied the program to the Department of Homeland Security; Chief Porto said there are no fiscal or response changes for the City of Hobbs or its Fire Department. Commissioner Fields moved to approve the amendment, Commissioner Smith seconded, and the commission voted yes on the motion.
Purchase for fire training tower: Chief Porto requested authorization to buy materials and freight for a live-fire training tower at the former armory site using HGAC contract pricing for $993,231. He said $400,000 of that will come from a Fire Protection Grant and additional capital outlay funds (noted as over $1.4 million) will cover remaining construction costs; the initial purchase leaves roughly $921,000 for erection/construction. Chief Porto said the state-of-the-art tower would allow live-fire simulations and could help move Hobbs from an ISO rating of 2 to ISO 1, a change that the chief said could reduce insurance costs for residents and businesses. The commission approved the purchase unanimously (motion by Commissioner Calderon, second by Commissioner Mills).
Resolution 75-70: rescind condemnations: Community Services Superintendent Jessica Silva and Assistant City Attorney Amber Leija presented Resolution 75-70, which staff recommended to rescind condemnations on three parcels that staff said had been returned to compliance. Silva identified the properties as 1101 East Skelly (demolished structures), 414 West Clinton (demolished and brought into compliance) and 209 East Albertson (manufactured-home permits obtained and exterior debris removed). Commissioner Penick moved to approve the resolution; Commissioner Calderon seconded. The commission voted unanimously to rescind the condemnations and commissioners commended staff for cleanup work.
Each item was recorded in a roll-call vote with all present commissioners voting in the affirmative.
