Kearney approves Noah's Landing final plat, adding 39 single-family lots

The Kearney Board of Aldermen voted unanimously on Oct. 7 to approve Bill 39-2024, adopting the final plat for Noah's Landing second plat and accepting dedication of right-of-way and easements.

Community Development Director David (presented in packet) told the board the final plat would add 39 single-family lots as phase two of a three-phase subdivision, and staff and the Planning and Zoning Commission recommended approval after required off-site easements were secured. "Staff recommends approval; the planning and zoning commission recommended, by unanimous 4 to 0, that the board approve the final plat," the director reported.

Aldermen asked about stormwater detention capacity; the director said a detention facility constructed in phase one was sized to serve phases one through three and that a report confirming that sizing had been submitted during phase one. After two readings by title the board took a roll-call vote and recorded unanimous "aye" votes, and the ordinance passed.

The ordinance acceptance creates the legal framework for dedicating streets and easements and allows the developer to proceed with the next construction steps under the city's subdivision rules. The board listed no additional conditions at passage. The approved document was read twice by title and recorded in the meeting minutes.

The city will incorporate the plat into its public records and proceed with permitting for infrastructure and building permits under the subdivision approvals. No appeals or modifications were recorded during the meeting.
