Port Commission selects Forest City to begin exclusive negotiations for Pier 70

Kathleen Dyeheb, port project manager for Pier 70, summarized a year-long RFQ process that produced six respondents and four finalists; staff and advisory panels evaluated proposals on approach, experience and capacity and recommended Forest City as the highest-scoring team. "Based on this evaluation... we're recommending that you authorize us to begin negotiations... with Forest City," Dyeheb said.
Staff emphasized that the action authorizes an exclusive negotiation agreement (ENA) to structure fees, cost recovery and a schedule for performance; it does not approve a final project or binding development terms. The department described Pier 70 as an almost 70-acre site with working ship-repair facilities and historic buildings, and said the ENA is intended to move the entitlement, infrastructure financing and design work forward. Public commenters, including representatives of the Muwekma Ohlone, asked that tribal concerns, environmental remediation and documentation be part of ensuing outreach and EIR work. Corinne Woods, a Central Waterfront Advisory Group member, said remediation planning is underway and urged incorporating ideas from other proposers into the final concept.
Commissioners adopted Resolution 11-21, authorizing staff to enter exclusive negotiations with Forest City; the transcript records commissioners saying "Aye" and the clerk declaring Resolution 11-21 approved.
