Staff described the central trade-offs BCDC staff identified during early consultation: how cruise activity and new berthing could affect planned open-water basins and a proposed Northeast Wharf Plaza and whether required shed removal might harm the Pier 23 historic resource. Benson said the cruise terminal team has tried to incorporate the Northeast Wharf Plaza vision into the terminal design and that the amendment would seek alternative public benefits where removing historic shed fabric would be damaging.
The commission approved the staff recommendation and adopted Resolution 11-23 to authorize the cost-reimbursement agreement. No detailed vote tally by name was recorded on the transcript; the clerk announced the resolution had been approved following the standard "All in favor? Aye." process.
