The Ogden Valley Planning Commission granted preliminary approval for the Shelter Hill subdivision, a proposed 39‑lot development in the DRR‑1 zone, subject to a condition that building envelopes for each lot be included on the final submittal or otherwise documented in the HOA design guidelines.
Tammy, presenting for planning staff, said the DRR‑1 zone has no minimum lot area or width requirements and that planning staff had reviewed the preliminary plat and connectivity plan. She recommended approval conditioned on the findings in the staff report and any listed conditions. The plat shows private rights-of-way throughout the subdivision and a variety of single-family product types.
Powder Mountain development officer Brooke Hans said most lots are larger than half an acre, with a small number around 0.53 acres, and that the applicant intends to place building envelopes and maximum building sizes in the HOA design guidelines rather than recorded on each individual plat. Hans told the commission the subdivision area is among the flattest Powder Mountain has proposed and that design guidelines would include setback, snow storage and utilities considerations.
Public commenter Ron Gleason asked whether trailhead parking and public access to the Bridal Trail would be preserved; Hans responded that access would be maintained though temporary relocations of trailheads or parking areas may be necessary during construction and that the developer intends to enhance public trail access over time.
A commissioner moved to approve preliminary plat UVS082224 with the condition that building envelopes appear on the final submittal (or otherwise be provided via design guidelines), referencing staff findings; the motion carried unanimously.
The approval allows the developer to proceed to engineering, final-plat work and HOA design‑guideline preparation with the agreed condition about building envelopes.
