Commission Approves Liberty Pipeline Booster Pump Station and Monitoring Facility (Unanimous)

The Ogden Valley Planning Commission unanimously approved a conditional use permit for a booster pump station and water monitoring facility proposed by Liberty Pipeline at 3140 E 5300 N.

Tammy, planning staff, told commissioners that the parcel already contains infrastructure and that submitted engineered plans showed no conflicts with the public utility substation standards for the zone. Staff recommended approval subject to review-agency requirements and any findings in the staff report.

Jamie Hadlock, identifying herself as president of the Liberty Pipeline Board, told the commission the project will replace a small existing shed with a slightly larger, textured concrete-brick building to house booster pumps and the SCADA monitoring system. When asked whether the project will include a backup generator, Hadlock said, "Not on this one." She added the site will be fenced and that the front of the building will include two large access doors for pump equipment and a smaller door into the monitoring area.

Commissioners asked technical questions about whether the structure would replace existing buildings and whether noise or visual impacts were likely; Hadlock said the new building replaces a small shed and that noise impacts should be minimal. Planning staff noted the commission may add conditions related to elevations and materials if it chooses.

A commissioner moved to approve the CUP with a minor wording change to a staff finding about mitigation; the motion, as discussed and amended, passed without opposition.

The approval allows Liberty Pipeline to move forward with the proposed booster pump and monitoring station subject to any agency-review conditions included in the staff report.
