Melissa Meadors, planner, presented exhibits showing the site is zoned C‑3 (Highway Commercial), is not within flood or wetland areas, and lies in Commission District 1 inside the Carver Heights CRA. Staff recommended approval, noting the proposed four buildings total about 24,000 square feet (roughly 6,000 sq ft each) and that the use meets the city’s conditional use criteria in the code. Staff also said the project would create local jobs and that applicants would coordinate access points with Lake County Public Works.
Applicant Suraj (transcript spelling varies: Saraj) Agayev and Dwayne Herbert appeared and answered procedural questions; the applicants were sworn prior to speaking. Suraj Agayev provided his address and offered to answer questions. After a brief commissioners’ exchange, the commission moved, seconded and approved the conditional use permit by roll call.
