The Tanner Sykesville Planning Commission on Nov. 4 unanimously approved a site plan to add a rear 9‑by‑18‑foot addition at 7422 Springfield Avenue to create a studio apartment of roughly 608 square feet.
Town staff (Speaker 3) told the commission the property is in the Business Local zone and that the conversion is allowed under town code 180‑47, which permits altering a building to accommodate up to three families. "The site plan shows a 9 foot by 18 foot addition ... to create enough space to comply with the 600 square foot minimum for a 1 bedroom apartment," Speaker 3 said, adding the proposed total area is approximately 608 square feet and that exterior modifications already received Historic District Commission approval on Sept. 25.
Staff said the applicant will provide the two additional parking spaces required for the new unit in addition to the four parking spaces serving the existing apartments and that the parking layout meets town standards. "Staff is comfortable with the layout of the parking so long as any areas that are unpaved be kept in such a manner to prevent dust nuisance to neighborhood properties," Speaker 3 said.
Following the presentation, Moderator (Speaker 1) moved to approve the site plan; a commissioner seconded the motion and the commission voted in favor. The planning commission’s action allows the applicant to seek building permits and proceed with construction consistent with the approved plan.
The commission did not attach additional conditions beyond standard code compliance and Historic District approvals. The meeting record does not specify an exact construction schedule; staff indicated the applicant is present and available for follow-up questions.
