Demolition-haul proposal redirected from County Line to Circular Butte; DEQ landfill audit scheduled

Jefferson County solid-waste staff told commissioners that a demolition contractor based in Boise asked to deposit demolition material at county transfer sites, seeking to haul four loads daily for roughly four weeks.
Brandy, solid-waste staff, reported the contractor wanted to bring loads to County Line and Circular Butte. She and other staff recommended limiting County Line intake because the compactor there is older, available staff is limited, and space is constrained. "They're wanting to haul 4 loads a day for 4 weeks," Brandy said. "...we just feel that the equipment and the staff that we have available at County Line on the 3 days they're wanting them all is very inadequate."
Commissioners and staff discussed legal and logistical issues for accepting out-of-county construction waste, documentation requirements for construction loads, and parity of fees. Staff said the county does not accept construction waste without appropriate paperwork and suggested routing heavier out-of-county hauling to Circular Butte and updating per-ton rates to match Circular Butte fees. "We do not accept any construction waste unless we have access to the statement paperwork on that," Brandy told the board.
Brandy also updated the board on landfill operations: a hydraulic-pump repair was underway for a compactor, DEQ has scheduled the five-year landfill audit for June 5 at 10 a.m., and staff are working to correct a missing financial-assurance reference for County Line in the auditor's paperwork. Brandy said she will meet with DEQ staff to clarify requested maps and supply additional documentation.
No formal board vote was recorded on the hauling proposal; commissioners directed staff to require documentation, route large out-of-county hauling to Circular Butte when appropriate, and bring updated rate proposals back to the board.
