The Independence Planning Commission on Nov. 4 approved a conditional‑use permit allowing Christ the King Church to locate at 580 South Ninth Street, adopting staff recommendations to mitigate parking, drainage and nuisance impacts.
City planner Fred (staff) told the commission the site — a former cabinet shop in a medium‑density residential zone that sits adjacent to industrial parcels — raises potential parking, noise and scale concerns but that the applicant had addressed many issues. "There's potential parking and roadway impacts... the city engineer wants to tie the parking lot to the street" to prevent unsafe backing, Fred said, and staff recommended conditions requiring a defined driveway/drive aisle, shielded downward lighting, stormwater approval and screening for storage and mechanical equipment.
Applicant Wally Wildman, the church pastor, said the congregation intends to relocate from a downtown facility to the Ninth Street building because the downtown space no longer meets their needs. Wildman said the church does not plan to rent the facility to outside groups: "We have a legal counsel that has advised us... that we should not let anyone use our building," he said.
During commissioner questions, staff said notice had been mailed to properties within 250 feet of the site and explained why the city did not require curb, gutter or sidewalk across the frontage: the building is existing and staff judged the church unlikely to be able to pay for full frontage improvements. Commissioners pressed staff on the location of the stormwater facility, the configuration of ADA parking spaces and how the driveway/drive aisle would be tied to Ninth and F streets.
Commissioner Sally Cohen moved to approve the application (recorded in the packet as file CB234‑1), adopting the staff findings and conditions; Commissioner Alex Broskivas seconded. The commission voted in favor and the chair declared the motion approved; the applicant waived the seven‑day written argument period and the record was closed.
The approval is a land‑use decision by the planning commission under the Independence development code and is subject to the findings and conditions adopted by the commission at the hearing. The staff report and conditions remain part of the hearing record.
