Talent staff flags FEMA-driven floodplain work and Dec. 1 deadline, schedules hearings

City staff told the Talent City Council on Nov. 6 that FEMA has required an update to the city's floodplain management program to ensure the National Flood Insurance Program complies with the Endangered Species Act.
Staff said FEMA notified the city in October and that federal coordination, League of Oregon Cities discussions, and local planning staff consultations are underway. Because of statutory public-notice requirements, staff scheduled a planning-commission public hearing for Nov. 26 and a city-council hearing for Dec. 4; FEMA’s stated deadline was Dec. 1, and staff described the timetable as compressed.
Staff also said the Rogue Valley Council of Governments (RVCOG) is hosting a series of public meetings and that Talent’s RVCOG planner and the city planner will try to finish as much work as possible before Dec. 1. Councilors asked questions about schedule and public-notice requirements; staff committed to return with ordinance language and to continue coordination with state and federal contacts.
Next steps: staff will publish required notices, present a planning-commission staff report on Nov. 26, and bring the ordinance to the council on Dec. 4. The council did not take final action on policy at the Nov. 6 meeting.
