City staff presented Resolution 1118 to adopt a revised City of Stayton Employee Handbook that incorporates recent state and federal changes and separates procedural items into a distinct procedures manual. "The draft handbook was circulated via email to all city employees, including department heads, for review comments and questions," a staff member said.
Staff explained that City/County Insurance Services assisted with human‑resources review and that examples of procedural content now reside in the companion procedures manual (for example, vacation carryover and request processes). A councilor moved to approve Resolution 1118 as presented; the motion was seconded and passed 5–0.
No public comment was offered on the resolution. Staff said they would be available to answer follow‑up questions and that the handbook includes a sheet explaining major changes and why they were made.
