Addison approves property exchange and stormwater easement with Park District, OKs highway agreement with refinery

The Village of Addison’s committees and village board approved several property transactions with the Addison Park District and a highway‑authority agreement with Premcor Refining Group, Inc., at the Sept. 3 meetings.

Staff described a proposed exchange under which the Park District would acquire parcels at 6 South Michigan Avenue and 130 West Army Trail Road from the village, and the village would acquire a parcel at 5 South Wisconsin. The village attorney prepared the transfer agreement in coordination with the park district attorney; the Park District had previously approved the agreement. The committee recommended approval and asked the board to waive second reading; the village board approved the waiver and ordinance.

The village also approved an ordinance accepting the transfer of 5 S. Wisconsin for use in a combined sewer separation project and additional stormwater detention. Staff said the village will utilize the parcel to support stormwater detention needed for the sewer separation work.

The board approved a resolution authorizing a stormwater easement agreement with the Addison Park District for 130 W. Army Trail Rd to formalize the detention and easement arrangements.

On a related environmental matter, staff presented and the board approved a highway‑authority agreement with Premcor Refining Group, Inc. for 246 West Lake Street. Staff said contaminants had leaked from a tank years earlier; the agreement limits village right-of-way access while requiring Premcor to remediate contaminated soil within the right-of-way and dispose of it if work in the right-of-way is necessary. The village attorney reviewed the agreement and staff described that the village’s responsibility would be limited to restricting access unless it performed work at its own cost.

All items passed committee and the village board during the Sept. 3 meetings.
