Willmar City Council approved resolutions to purchase a prefabricated, water‑efficient 'Green Flush' restroom unit and a 20x24 insulated Polygon shelter as part of a DNR regional trail grant project at Robins Island. Parks and public works staff said the city was awarded $187,500 from the DNR and that the proposed restroom ($165,229) and shelter (~$61,001) fit the grant budget with a concrete allowance and allow room in the $250,000 project budget for site furnishings.
Staff explained the Green Flush restroom uses separate containers and an on‑board filtration system to reduce wastewater disposal needs; maintenance will include periodic pumping and meter readings to track use. Council approved both purchases in separate roll calls.
The council also authorized staff to apply for a cooperative agreement with the DNR to install three to four shore fishing platforms on the Jetty at Robins Island. Staff said each platform is expected to cost roughly $8,000–$9,000, that DNR aquatic staff will help assess shoreline conditions and that the city’s primary obligation will be trail and site access improvements and ongoing maintenance. The motion to approve the application passed unanimously.
