Fenton parks board approves proposed 2025 capital improvement plan

The Fenton Parks and Recreation Advisory Board approved the proposed 2025 Capital Improvement Plan on Oct. 7, moving the plan to the Board of Aldermen for final consideration this week. The advisory board voted to forward the package after staff noted several 2024 projects will roll into 2025 and additional project estimates were preliminarily included.
Staff member Nikki told the board the draft list included recurring work—park signage ($20,000), bench and picnic table rotation and unfinished 2024 projects such as boardwalk improvements and the rebounder board. Nikki said remaining 2024 capital funds for in-progress projects would be rolled into the 2025 budget when work spans years.
Discussion touched on a $12,500 master-plan line and a matching grant option (approximately $10,000 grant with $2,500 city match) that could help fund master plans. Members also discussed a potential playground project near the former police station at 900 Gregory Lane; staff said the $500,000 estimate reflects a larger site build that would include parking-lot work and potentially a single-unit restroom.
Mary Heinemann moved to approve the plan; Thomas Byron seconded. The board approved the plan with no nays or abstentions and staff will submit the package to the Board of Aldermen as requested.
The board also corrected the prior meeting minutes to note that the Board of Aldermen removed a playground from the master plan before voting to approve the minutes as revised.
