Neptune Beach funds sewer inspections and mainline TVing, and advances plan for new municipal well

Neptune Beach City Council on Aug. 19 approved a series of water and sewer measures aimed at identifying and repairing sources of inflow and infiltration (I&I) and advancing a replacement municipal well.
Staff reported that the wastewater plant has seen flows rise after heavy rain events and that video and manhole monitoring point to significant I&I in the Indian Woods subdivision. Engineering cited that roughly 9 miles of the system is older vitrified clay pipe and that private laterals can contribute materially to excess flow.
Council approved two immediate steps: a contract to camera approximately 97 private service laterals (about 2,800 linear feet) in Indian Woods to determine whether repairs are needed on private or public sides, and a contract to clean and televise about 6,800 feet of mainline in the same neighborhood. The lateral inspection award to BLD was approximately $48,050 with staff authority for change orders up to 15%; the mainline cleaning/TV award to InSituForm was about $42,084 with up to 10% change order authority.
Staff warned that, if inspections reveal extensive public‑side damage, more expensive rehab could follow. An engineer's estimate for full CIPP lining of all affected laterals was presented as an illustrative upper bound (roughly $4.7K per lateral). Council approved spending and directed staff to continue the I&I program and to include estimates for lining and manhole rehab in upcoming budgets.
On the water side, staff reported a recent failure and sand intrusion in an older well (Well 1) that prompted video logging and engineer concern. Council authorized proceeding with design and procurement for a new municipal well (Well 5) to replace ageing wells; staff budgeted design and construction estimates around $1.4 million subject to further vendor quotes and plan refinement.
