Board approves wage adjustments, AFSCME contract, VPN and other county policies

Madison County supervisors approved a package of personnel, labor and administrative measures during their July 1 meeting.
The board approved EMS wage increases and six EMS write‑offs after staff explained one write‑off involved a Medicaid patient who refused to sign an Advance Beneficiary Notice, leaving the county unable to collect. Staff also reported a resignation in EMS that will create a vacancy to be posted.
The board voted to adopt an updated Madison County ambulance personnel policy intended mainly as a cleanup of language and finalize a previously negotiated AFSCME agreement covering the Rhodes unit effective July 1 (the board said the contract had been discussed over prior months). "We're just finalizing that," the chair said when introducing the AFSCME resolution.
Administrative measures passed included approval of county VPN services through July 31, 2025, and a separate VPN license for Chair Heather (who abstained from the vote on her own VPN). The board also approved the county credit card charge account policy effective July 9, 2024, and a series of salary and wage adjustments for several departments and employees listed in the agenda packet.
Motions were made and seconded — frequently by Heather and Diane — and the board carried the resolutions by voice vote. Board members asked staff to confirm the correct versions of some submitted resolutions after Amanda said the signed resolution differed from the one she submitted.
